EU leaders in treaty talks

The leaders of the European Union are meeting today to discuss the abandonment of plans to introduce an EU constitution.

However, it is expected that they will attempt to move forward on a reform treaty that contains many elements of the foundering constitution.

Germany, who currently hold the EU Presidency, will propose scrapping the constitution, although they wish to retain many of the key elements such as a full-time president, majority voting, and some form of EU Foreign Minister as part of the reform treaty.

While Britain and Poland have reservations about the treaty, Germany want to see the reform treaty advanced.

However, Britain has problems with the concept of an EU 'Foreign Minister' and Poland feels that Germany will have too much say in European affairs due to the voting system.

The British Prime Minister Tony Blair said that he could not accept an option that required a referendum. However, a reform treaty could be passed by Parliament.

Britain has refused to sign up to deal that hands power to the EU in the areas of foreign policy, taxation, common law, and fundamental rights.

EU referendum plans put on hold in UK
The UK referendum on the EU constitution is to be put on hold, it has been announced. Foreign Secretary Jack Straw told the House of Commons today that it would not be “sensible” to set a date for a referendum. However, he said that the situation would be kept under review.

Brown Defends EU Treaty In Commons
Prime Minister Gordon Brown has defended the new EU Reform Treaty in the House of Commons. Mr Brown told the Commons on Monday that MPs would be given a chance to debate the treaty and asked if they tought it should be ratified. However, his government are facing calls from the Conservatives to hold a referendum on the document.

Dutch reject EU constitution
Dutch voters have rejected the EU constitution, the second defeat for the proposed treaty in a week. According to unofficial results, over 60% of voters in the Netherlands referendum voted against the constitution. The result follows the devastating result in France at the weekend, when around 55% of the voters rejected the treaty.

Foreign Secretary urges Britain to say 'Yes' to EU treaty
Foreign Secretary, Jack Straw, has urged the British public to approve the new EU Constitutional Treaty. The government have published a Bill to make the new treaty part of UK law, subject to the British people voting 'yes' in a referendum.
