Welsh Councils Urged To Consider Voluntary Mergers
Councils across Wales have been urged to consider a voluntary merger, rather than being forced to.
It follows a recommendation from the Williams Commission that the number of local councils be reduced from 22 to 10.
It has been suggested that councils leading their own mergers would allow them to "shape their own reforms".
New Public Services Minister Leighton Andrews has issued a document to the 22 councils explaining how a voluntary merger would work.

A loyalist campaign has appeared at Laganside court in Belfast dressed as Abu Hamza. Willie Frazer is facing charges in connection with demonstrations in January over Belfast City Councils decision to only fly the union flag on designated days, bring it into line with the rest of the UK.

Councils in England have been urged to provide better value for money. In its fourth annual assessment of council performance, the Audit Commission said that most councils in England are performing well, although some were “finding improvement a challenge”. The report published the first results for councils under the new Harder Test framework.

Government is considering smoking ban, Blair reveals
The Prime Minister has revealed that the government is considering allowing local councils to ban smoking in public places. Mr Blair told BBC Breakfast that there was a difficult balance to be struck a 'nanny state' enforcing a banning order, and allowing local councils and individual businesses to choose how they want to approach the issue.

Wales Public Services Minister, Leighton Andrews, has rejected a voluntary merger plan by six Welsh councils. Following a recommendation by the Williams Commission that Wales 22 councils should be cut by half, six councils had volunteered to merge.
