New Code Of Practice Established For Council CCTV Use

Council owned CCTV systems, whose primary function is to generate cash for councils, are to be regulated following the introduction of a new code of practice.

Under the new code the public will be given new powers to complain about local authority parking and traffic monitoring CCTV systems. Licensing authorities will also be stopped from forcing landlords to install intrusive CCTV cameras as a condition of their licence.

Police will also have to erect signs warning drivers that they are using number plate recognition systems.

According to the Guardian, the Home Office have said that while they support overt CCTV in public places, it needed to be done in a way that amounted to "surveillance by consent".

The minister for criminal information, Lord Taylor, is quoted as saying: "We want to ensure that where any overt use of surveillance camera systems in public places is undertaken, it is done with a consensus of public support and trust, which can be characterised as surveillance by consent.

"If there are public concerns that surveillance cameras are being used for revenue generation, then this code provides a further avenue through which a local authority can be held to account."
