GPs Should Be Able To Commission Services For Patients, Says Conference

GPs have called for greater involvement in decision making within the NHS.

The calls came at their annual conference held in Clydebank.

Whilst making clear that they did not wish to follow the route being taken in England, GPs in Scotland agreed that models of commissioning should be explored. This would allow them to take a greater role in shaping the care path of their patients.

Proposing the motion, Dr David Bell, a GP in Grampian, said:

"We should be working mutually with our colleagues in secondary care, using our expertise in our fields to find solutions that will ensure the needs of our patients are met throughout their care."

Dr Bell stressed that they did not want to see the development of a market driven NHS, as many fear is the case in England. He said:

"We must avoid the pointless and damaging game of selling off our health service to any willing provider. GPs would not be given responsibility for the budget, rather they would have a greater say in decisions about spending to ensure that patients receive the best care that is available to them."

Dr Dean Marshall, Chairman of the British Medical Association’s Scottish General Practitioners Committee said:

"We do not support the market based reforms being pushed through in England, where the consequences for patients could be severe. But we do believe that an enhanced role for GPs in Scotland in making decisions about patient care could deliver very real benefits."
