Coroner Seeks Police 'Common Sense'

The coroner at the centre of the inquest into the death of Mark Saunders has appealed for more "common sense" to be employed in firearms operations.

Mr Saunders was shot dead by police after raising his shotgun.

Dr Paul Knapman wrote to the Home Secretary, Theresa May saying there is currently "slavish adherence" to written documents and protocols.

He added that officers may not be able to "see the wood for the trees".

Dr Knapman listed six Metropolitan Police manuals which firearms officers have to follow, two of which are over 90 pages long.

In regards to long-running operations, he also said it would be an advantage for a senior officer, with the confidence that goes with not being too "risk averse", to review what is happening, so changes can be made to tactics and strategy if needed.

Dr Knapman also informed Sir Paul Stephenson, the Metropolitan Police Commissioner, with his suggestions for improvements.
