Vetting Scheme Grinds To A Halt
The government has put on hold plans to vet people who work with children and vulnerable adults.
Nine million adults were due to undergo checks, set to begin on 26 July, however this sparked outrage after it emerged parents taking their children to Scouts or Guides could face hefty fines if they refused to take part.
Home Secretary Theresa May said: "The safety of children and vulnerable adults is of paramount importance to the new Government.
"However it is also vital that we take a measured approach in these matters. We've listened to the criticisms and will respond with a scheme that has been fundamentally remodelled.
"Vulnerable groups must be properly protected in a way that is proportionate and sensible. This redrawing of the vetting and barring scheme will ensure this happens."
Care Services Minister Paul Burstow said: "Protecting the most vulnerable people in society is a basic duty of any government. While we must be confident that the systems we have in place are up to the job, we must also be sure that they are proportionate.
"We will look in detail at what should be done to ensure that the scheme meets both these tests."
The Vetting and Barring Scheme (VBS) is designed to protect children and vulnerable adults by preventing those who pose a known risk from gaining access to them through their work.
The scope of the remodelling process is currently being finalised and will be announced shortly.

Tougher controls on working with children

Child Abuse Loophole To Be Closed
A legal loophole that could allow those who physically abuse children or vulnerable adults to escape justice is to be closed, the Government announced. There is already an offence (Section 5 of the Domestic Violence, Crime and Victims Act 2004) which makes it a criminal offence to cause or allow the death of a child or vulnerable adult.

The Government will today outline the terms of a thorough review of the Vetting and Barring Scheme (VBS). The review will re-examine whether the scheme is the most appropriate mechanism to protect children and vulnerable people and, if so, how many roles should be covered by it.
