Top judge calls for tougher terms for sex offenders

Northern Ireland's top judge has called on the government to bring forward legislation to allow for tougher sentences to be handed down to child sex offenders.

Currently, Northern Ireland law provides that the maximum sentence for a person convicted of sex offence is only two years. However, across the Irish Sea, offenders in England can be jailed for up to 10 years for gross indecency with a child.

At the Appeals Court today, Lord Chief Justice Sir Robert Carswell said the change was now "long overdue". Sir Robert then urged the government to address the matter urgently as he delivered reserved judgement on an appeal by a 33-year-old man.

The convicted paedophile had been given three consecutive terms of 21 months after admitting three counts of gross indecency on his partner’s nine-year-old daughter.

In today's appeal ruling, the Court held that insufficient weight had been given to the man’s guilty pleas and reduced his total sentence from five years and three months to four-and-a-half years.

New sex offender procedures revealed
New procedures for assessing and managing sex offenders posing a risk to the public in Northern Ireland have now been established, a new report has said. The report, by the Northern Ireland Sex Offender Strategic Management Committee (NISOSMC), revealed that the number of registered sex offenders in Northern Ireland on 31 March 2005 was 544.

Sex Attack Victims 'Under Age'
Over half of victims of sex crime in Northern Ireland are under 18. That's according to PSNI figures that show 56% of all victims of reported sex abuse – including rape, indecent assault and indecent exposure – between 2008 and 2009 were under 18, with an average of three sex offences against children recorded every day.

The research conducted by the University of Ulster reveals that Protestants’ and Catholics’ perceptions of each other are becoming increasingly negative.

Two Men Jailed For 18 years For Number Of Sexual Offences
Two men have been jailed for a total of 18 years at Laganside Crown Court for a number of offences including rape and indecent assault. Dennis Allen, aged 48, was sentenced to 14 years and will be placed on the Sex Offenders Register indefinitely.
