Minister launches anti-discrimination consultation
Parliamentary Under-Secretary of State Des Browne has announced the publication of a consultation document setting out proposals for legislation to implement European Union equality obligations in Northern Ireland.
The consultation document sets out the changes that need to be made to existing law which provides protection from discrimination on religious, race and disability grounds, and includes proposed new law on sexual orientation discrimination. Some changes to equal pay law are also considered and initial views sought on some key issues concerning the Equal Treatment Amendment Directive which deals with sex discrimination.
Commenting on the proposals Mr Browne said: "Promoting equality of opportunity and the elimination of unfair discrimination is of interest to everyone in Northern Ireland. These proposals help to build on the good progress already made in the equality field and underline our commitment to make Northern Ireland a fairer place for everyone in our society. They provide a basis for work to be taken forward on a single Equality Bill."
The consultation document entitled 'Promoting Equality of Opportunity - Implementing EU Equality Obligations in Northern Ireland' is published by the Office of the First Minister and Deputy First Minister. The consultation will run to 4 April 2003.
Mr Browne said: "There is no room in a modern civilised society for unfair discrimination at work. Unfair discrimination is bad practice, which not only impacts on the individual but also on business itself. Most businesses are well aware that employment practices based on equality of opportunity can be a valuable asset and can help them to get the best from their workforce. These proposals will ensure that individuals are protected from prejudice or harassment and that employers benefit from implementing policies based on equality of opportunity."
The Race Directive must be implemented by July 2003. New legislation on sexual orientation and amendments to existing law on religion/belief must be in place by December 2003. Although views are being sought on the Disability Discrimination Act it not expected that the amendments to by October 2004.

Discrimination awards in UK reach record highs
Employment tribunals in the UK have awarded a record £3.53 million in compensation in unlawful discrimination cases in 2000. According to the latest figures, this represents an increase of 38 per cent on the total payouts made in the previous year.

£2M For Belfast Office Refurbishment
Over £2m is to be spent on a city centre office building that is to be given a major refit and refurbishment. The project is for internal work on the Department of Finance and Personnel building at College Street, an existing six-storey 1960s building.

New Employment Equality Regulations
Recruitment specialists, Blue Arrow, have warned businesses not to be caught out by new Employment Equality Regulations. The Regulations, which are designed to outlaw any forms of direct or indirect discrimination against an individual on the grounds of religious belief or sexual orientation, were introduced at the start of December 2003.
