Specialist contractor to tackle on-street parking
Specially trained traffic attendants are to take over from the PSNI in dealing with parking offences across Northern Ireland, the government announced today.
Minister of State John Spellar said that the processing of parking enforcement would be carried out by the Department for Regional Development (DRD) through a specialist contractor from 2006.
The PSNI said it wanted to withdraw from the enforcement of on-street parking restrictions to focus on areas of greater policing priority, including road safety.
Speaking after meetings had taken place with union representatives and DRD staff, the Minister said: “The decision to employ a specialist contractor is based on extensive research on the best practice of enforcement across the United Kingdom.
“Consultation will be ongoing with all affected staff about the implications of implementing decriminalised parking enforcement in Northern Ireland.”
The changes to introduce decriminalise parking enforcement (DPE) will bring Northern Ireland into line with arrangements in other parts of the UK, where DPE was introduced in the early 90’s.
A report by the Northern Ireland Audit Office, published in December 2000, found that the current enforcement regime by traffic wardens did not provide “for the efficient operation of the on-street parking scheme” and that manpower was inadequate and service poorly managed.

Tickets Bonanza On Parking
A year after responsibility for parking fines moved from the police to the Department for Regional Development (DRD), more than 140,000 tickets for illegal parking have been issued. New statistics show that since parking enforcement moved from the PSNI last October, 143,564 parking tickets were issued by DRD-contracted National Car Parks wardens.

NCP awarded contract to enforce parking restrictions
The government has today announced the National Car Parks Ltd (NCP) has been awarded the contract for enforcing parking restrictions in Northern Ireland. This will allow the transfer of responsibility for parking enforcement from the Police Service of Northern Ireland (PSNI) to the Department for Regional Development, in the Autumn.

Lower Parking Charge Scheme To Be Piloted
A lower parking rates scheme that was first introduced last Christmas in 25 towns across NI is to be reintroduced as part of a six-month pilot. A total of 93 car parks in 25 towns will charge £1 for five hours parking for six months from 12 April, with the scheme subject to ongoing assessment.

More Tickets For Illegal Parking
Over 140,000 illegal parkers have received parking tickets since the Department for Regional Development (DRD) became responsible for parking enforcement on 30 October 2006. Since NCP Services started enforcing restrictions on behalf of DRD 143,564 tickets were given out between 13 November 2006 and 30 September 2007.
