Domestic Homicide Review Calls For Action To Prevent Future Deaths
The Department of Justice has published an executive summary report from a Domestic Homicide Review (DHR) Panel examining the circumstances surrounding the death of a victim, referred to as "Marcella".
The DHR Panel made 10 recommendations, including three that had been previously made in other DHRs but remained relevant. An additional 23 recommendations were made by agencies involved in the review, identifying areas for practice improvement.
The report's executive summary emphasised that "Domestic violence is everyone's responsibility. It is a child protection issue; an equality issue; and a human rights issue." The DHR Panel aims to ensure organisations learn from Marcella's experiences to better identify dangerous behaviours and patterns and implement appropriate protective measures. The recommendations also seek to build public confidence in reporting domestic abuse, assuring them that organisations are responsive and making necessary changes.
The independent review panel was chaired by Anne Marks.
DHRs are designed to promote learning from tragic domestic homicide cases to prevent future incidents by improving services and supporting those experiencing domestic abuse.
The Department of Justice stated that significant progress is being made by relevant agencies to implement the DHR's recommendations. These reviews are a critical component of the broader response to domestic abuse, as outlined in the Domestic and Sexual Abuse Strategy.
