New rent books law comes into force
A new-style rent book for private tenants is to be introduced next week as part of new regulations for landlords and tenants contained in the recent Housing (NI) Order 2003.
All private landlords in Northern Ireland have had a legal obligation to provide their tenants with a rent book since 1978.
Under the legislation, the new rent books must contain information on the terms of the tenancy, the basic legal rights of all private tenants and other information depending on the legal status of the tenancy concerned.
The Housing (NI) Order 2003 gives district councils the power to enforce these regulations and take legal action where the Rent Book Regulations are not being complied with.
A landlord or agent who fails to comply with the regulations is guilty of an offence if rent for the tenancy is demanded or received. On conviction, the courts can impose a fine of up to £500.
The authority for these regulations derives from the Rent (Northern Ireland) Order 1978, the main legislation governing the private rented sector in Northern Ireland.
The new regulations, introduced by the Department for Social Development, come into force from June 1.

Housing Executive Announces 7% Rent Increase
The Northern Ireland Housing Executive (NIHE) has announced a 7% rent increase from 04 April, 2023. This equates to an average increase of £4.86 per week and will bring the average rent for a Housing Executive home to £74.

Attwood Launches Rental Guide
The NI Social Development Minister, Alex Attwood, has launched a new guide to help combat homelessness - by tackling rent arrears before it happens. The new Rent Collection Guidance is targeted at social housing landlords to encourage better management of debt-related issues, which could otherwise lead to people losing their homes.

One In Five Households Private Rent - Survey
One in five households in Northern Ireland live in private rented accommodation, according to a new survey. The Family Resources Survey showed the number of people buying their own homes has dropped by 12 per cent over the last ten years.

Open Night On Landlord Regulations
People who rent out their properties will have to provide details for a Northern Ireland register for the first time, under new government plans just proposed. There's an event being organised tonight to detail the scheme as part of an education programme to ensure landlords and tenants are aware of their respective rights and responsibilities.
