DVLNI begins replacing vehicle log books with certificate
DOE’s Driver and Vehicle Licensing Agency (DVLNI) has announced that it is replacing the Northern Ireland green vehicle logbooks with a new ‘Harmonised Registration Certificate’ or V5C (NI).
The move has been made to conform to an EU directive, which will come into force from June 2004, and will harmonise the information on vehicle registration documents across the EU.
Motorists will automatically receive the new certificate when; they register a vehicle for the first time in Northern Ireland; become the Registered Keeper of a vehicle they have bought second-hand; they notify any changes to the vehicle record such as change of address; or in circumstances where the green logbook has to be replaced because it has been lost or destroyed.
DVLNI will eventually replace all the old logbooks with the new certificate over the 12-month period, starting June 2004. THe old logbooks will become invalid from July 2005.
In a further development, the system of Dual Notification, which already operates in Great Britain, will be introduced to Northern Ireland by DVLNI. Dual notification will be a fundamental change for motorists when disposing of a vehicle.
Under Dual Notification, once a vehicle has been issued with a new-style registration document, and that vehicle is then sold, both the seller and the purchaser must jointly notify DVLNI that the vehicle has changed hands.
This can be done by completing the relevant boxes on the new registration document.

Three In Hospital After Police Vehicle Collides With Another Vehicle
Two police officers and a civilian remain in hospital following a collision in Newry on Saturday, 13 April. It is understood that the police officers were travelling in a police vehicle to attend a separate incident at about 7.30pm when they collided with another vehicle on the Fathom Road.

DVLNI issue taxi display notice
The DoE Driver and Vehicle Licensing Northern Ireland (DVLNI) has issued a ‘If it’s not on it, then don’t get in it!’ message to taxi users throughout the province. From 1 November 2004, all licensed taxis will be required to display taxi licence plates, making them easier for the public to recognise.

Car tax dodgers appear in court
Seven people have been convicted and fined for evading the new car tax rules introduced in January this year. Fines totalling £8,000 were imposed under the new Continuous Registration rules in Belfast Magistrates’ Court earlier this month in relation to the offences which were committed in the first three months of the year.
