Minister praises Ombudsman's role in Belfast conference
Security Minister Jane Kennedy has praised the role of the Police Ombudsman for Northern Ireland in organising the international policing conference that concluded in Belfast today.
The NIO Minister said: "It is a tribute to the esteem in which Mrs O'Loan is held in the field of police complaints, and also to the hard work of her team, that this conference is taking place in Belfast. The role of the Police Ombudsman's office is an important part of the new policing arrangements in Northern Ireland.
"At the time the office was set up in November 2000, it was the only agency of its kind in the world, providing independent civilian investigation of complaints against the police.
"Developments in Great Britain with the Independent Police Complaints Commission and in the Republic of Ireland with the Independent Garda Inspectorate, reflect how some are now following where the Police Ombudsman has been leading.
The three-day conference entitled 'Policing the Police - The Challenges' examined a number of key issues such as police accountability, the use of force, and tackling police corruption.
Speakers at the conference held in the Europa Hotel in Belfast included Police Ombudsman Nuala O'Loan, PSNI Chief Constable Hugh Orde, and Human Rights Commissioner for Northern Ireland Brice Dickson. Delegates also heard addresses from an international panel of experts that included the Hong Kong Commissioner of the Independent Commission Against Corruption, Raymond Wong the Assistant Commissioner of the Australian Police Integrity Commission Tim Sage, and the Head of the South Africa Independent Complaints Directorate, Karen McKenzie.
In his address on tackling police corruption presented on the final day of the conference, Metropolitan Police Commissioner Sir John Stevens told delegates that his team's investigation now centred on the role of the agent known as 'Stakeknife'.
Sir John said that the inquiry team had got to the bottom of collusion allegations regarding the 1989 murder of Belfast solicitor Pat Finucane.
