Policing Board endorses PSNI career structure plans

The Northern Ireland Policing Board has endorsed a new Tenure of Post Policy for the PSNI at a meeting in Belfast.

The Tenure Policy, which is a recommendation of the Independent Commission for Policing, sets objectives for the length of time officers spend in particular postings and will underpin the career management policy for officers up to the rank of Inspector.

The policy also forms part of the overall PSNI Human Resources Planning Strategy and the Training Education and Development Strategy (TED), which is monitored by the Board.

The Tenure Policy will ensure that officers do not become so highly specialised that they lose the capability to undertake ‘core policing duties’ during their career. Under the new policy, the minimum period that can be spent in any post will be three years and the maximum seven years.

Speaking about the Tenure Policy, Chair of the Board’s Human Resources Committee, Pauline McCabe, said: “Through this policy and by providing a structured career path, officers will be able to gain experience in a wide range of areas without losing sight of the ‘core policing function’ of policing with the community.

“The policy will also ensure that officers do not spend inordinately long periods in specialist policing posts. This means they will not become so over specialised that they lose sight of core policing issues."

Effective from 4 November 2001, it is expected that the first moves under the tenure of post policy will take place during 2006.

The policy also affords officers greater opportunities to gain skills, knowledge and experience in a wide range of areas, will help ensure the best use of officers and provide a return on investment in training.
