Finucane Murder Cover-Up 'Shocking' - Cameron
David Cameron has described as "shocking" the level of state collusion into the murder of lawyer Pat Finucane, as revealed in a report.
Sir Desmond de Silva’s review found agents of the state were involved in the murder, as well as in a cover-up.
But the report concluded that there was "no overarching state conspiracy".
The Prime Minister has ruled out a full public inquiry.
Mr Finucane was shot dead by loyalists at his north Belfast home in 1989.
The review has found RUC officers proposed the murder of the 39-year-old human rights lawyer, passed information to his killers and obstructed the later investigation.
There were five areas of state collusion identified by the de Silva review.
It found there were "leaks" of security information to the UDA and other loyalist groups.
Authorities failed to act on threat intelligence.
Employees of the State and State agents played "key roles" in the murder.
Authorities failed to investigate and arrest members of the West Belfast UDA.
The report also found a "relentless attempt to defeat the ends of justice" following the murder and that "senior Army officers deliberately lied to criminal investigators".
It found RUC Special Branch "were responsible for seriously obstructing the investigation".
De Silva also uncovered an MI5 propaganda campaign against Mr Finucane in the years before he was killed.
The report said: "A series of positive actions by employees of the state actively furthered and facilitated his murder and that, in the aftermath of the murder, there was a relentless attempt to defeat the ends of justice."

Police investigating the murder of journalist Martin O'Hagan have arrested five people in counties Down and Armagh. The Sunday World reporter was gunned down by loyalist paramilitaries in 2001. The Lurgan man, 51, was walking home from a night out with his wife when the attack happened.
