Policing Board ask Chief Constable for human resources strategy
The Northern Ireland Policing Board has asked Chief Constable Sir Ronnie Flanagan to detail how the police service will address staffing problems over the next year.
The Board agreed at their recent public meeting to ask the Chief Constable to develop a human resource strategy for the Police Service of Northern Ireland (PSNI) that will cover staffing issues in short to medium term.
The Board said they wanted the overall strategy to specifically address the various issues faced by the PSNI that are affecting its overall capabilities. These issues include, severance uptake under the Patten proposals, part-time recruitment, civilianisation of posts, management of sickness, personnel wastage from all sections of the service, and the future role of the Full-Time Reserve.
Chairman of the Board, Professor Desmond Rea said: “It is clear that if we are to achieve the effective and efficient Police Service that we are all working towards, we have to directly tackle a number of existing human resource issues in the short to medium term. Successfully addressing these issues now is vital to the delivery of an effective and accountable policing service for the long term.
“It seemed most appropriate for the Board to ask the Chief Constable and his colleagues to produce an overall strategy that encompasses all the areas of concern, rather than view each in isolation.”

Policing Board ask Flanagan to stay until March
The Policing Board has asked Sir Ronnie Flanagan to remain as Chief Constable of the Police Service of Northern Ireland until the end of March. Sir Ronnie, who was recently appointed as an Inspector of Constabulary, had tendered his resignation which was to have taken effect from February 28.

Policing Board promises to address resourcing issues
The Chairman of the Policing Board has welcomed the publication of the Police Service of Northern Ireland Annual Report and has given assurances that the Board is addressing the resourcing issues raised. The report which sets out the work of the organisation over the last financial year also reports on police performance.

Proposals to arm officers with CS spray considered
Unionists have reacted favourably to proposals currently being considered by the Northern Ireland Policing Board in which PSNI officers will be equipped with CS spray to control public order situations. DUP Policing Board member Ian Paisley Jr said he had raised the issue at a board meeting in November and backed the move as a "sensible measure".
